the debate isn't about including minor titles or not (pac doesn't need them to reach 7)no one gives a fck about those, it's about considering lineage (ring titles) as championships, which to most people including myself is usually the most credible of all the belts.

it can be simplified into one simple question:

do you consider MAB the/a world featherweight champion (barrera held the wbc belt at that time but refused to pay the fee, but he still kept the ring title since it has no sanctioning fees) when pac beat him Nov 16, 2003?

if yes, pac is 7 division world champion
if not, pac isn't.

if you believe sanctioning fees should dictate the meaning of championships, pac isn't a 7 division world champion... it's that simple.

i guess it depends on how you define "champion"

if you won't call a fighter "champion" just because he does not hold an alphabet belt then you can say pacquiao is a 5 time champion. if you're like me, who consider hatton and barrera as champion in jr. welterweight and featherweight respectively, then you can say pacquiao is a 7 time champion.

none of this matters. to be a world champion of a division you need to have 1 of the main belts which are WBC WBO WBA and IBF. thats it. only those titles count towards calling yourself a champion of the weight division.
it isnt rocket science. IBO and ring mag are not major world titles.
