Pacquiao pretty much deserves it. Mosley ruined his chance at it by sitting on the shelf for the whole year barring against Margarito and Pavlik pulling out of his fight with Williams didn't raise Paul's stock other than with hardcore boxing fans knowing he's avoided by the big names.
