No he doesn't Pac's achivements are a one way street, "number of divisions he has won a title in" he has nothing else, he's hardly ever defended a title and never cleaned out a division. Pernell did both.

Lineals are several times better than defenses.

If we follow ur argument then Hopkins is a lot better than Hagler coz he has more defenses.

Multiple titles w lineals are a lot better than defenses.

Bert Sugar is a senile boxing dude. Before the Cotto Pacquiao fight, he highly doubt Pacquiao will emerge as the winner. He is a bandwagon sport boxing dude.
