berto was rooting for pacquiao.

he said "pacquiao was on something" and "pacquiao was like a machine"

it was a figure of speech not an accusation. he was praising pacquiao and even took pictures with pacquiao and hung out with him.

It sounded like sarcasm when he said it, inspired by the Mayweather Sr steroid allegation, he didn't seem like he was accusing Pacquiao directly. But it was still alluding to subject.
