I don't think this is no.

I doubt the point of steroids is to limit the pain during workout so you can push your muscles harder.

At most, you can add a little strength to your neck which can help absorb a punch better but it would not be a dramatic difference. If Juicing can help your chin, someone needs to get Amir Khan to the dirty GNC pronto.
Manny is able to absorb big shots because his head is BIG for a small person.

They increase your testosterone levels and adrenaline levels. Imagine trying to k.o the incredible hulk.

          That ****s impossible.
If I injected Khan with steroids as much as physically possible to his benefit. Then had him snort an 8-ball. Held him down and made him watch me slaping the **** out of his mother.... A Cotto Hayemaker would still leave his chin in pieces all across the ring. Pacquiao has exhibited an excellent chin for a long while now. This latest claim is desparation.

Wouldn't have thought it directly effected punch resistance
But more muscle on the chest can help with it apparently, I'm guessing its the same with neck muscles.

Steroids allow you to train harder, if you train harder and longer you can build your neck up more.

Steroids alone could not really do it but if a fighter puts in the work to get max effect out of them, extra neck work could help out chin a bit.

Pacquiao reached the pinnacle of his career. He's getting ridiculed for his greatness.

To vilify a great fighter like Pacquiao is the readiest way in which a little man can himself attain greatness.

                    Pacquiao is a BEAST

Steroids increase your bone density and make you impervious to pain.
