Why did Cotto come in at 45 then?

You said it. 147 max. Too bad pac doesnt allow his opponents to fight at 147. Theres now jr. Welterweight, mannyweight, and then welterweight

Because it was the contractual weight and Cotto is a professional.

They were pretty desperate to get Cotto down to 145, i wonder why. They are trying to do the same with Floyd too. I guess 145 is the new WW limit for Pacquiao?

Technically 147 is the limit for a welterweight fight.

so anything between 141 and 147 is a legit welterweight fight.
