Rafael Marquez and Jesus Chavez on Shobox?

I was just surfing Boxingtimes.com and that say that Rafael Marquez will fight Ricardo Vargas for the IBF Bantamweight title and that Jesus Chavez and Carlos Hernandez will square off in the co-feature. Now I have 2 questions: Why are these guys on a prospect show and why is Marquez not on HBO? I understand his older brother's lackluster performance in the Salido fight earned him a Showtime date, but Rafael has been dominant of late.

I thought this was the undercard of the Showtime PPV with Cesar Chavez Sr. vs. Robinson?
