Can't say it much better than that. I think (and some will disagree) that true, bone-crushing power, is something you're born with, not taught, and I believe its origin is a natural knack or talent to know how to best use the leverage you have to deliver maximum power in a punch. Can't be learned, has to be genetic, and either you have it, or you don't, from the time you first lace 'em up. Mediocre punchers can improve somewhat, but they never seem to develop the serious **** you see in natural punchers.Comment

Power comes from different sources. Some fighters are just born with freakish power, heavy hands or whatever, while others get it through proper technique, getting the right leverage. And if even if you lack a sort of "raw power", you can do more damage by hitting guys at the perfect time from angles they can't see coming.
With Pacquiao, I think much of it comes from the legs. I'd look at his unofficial fight night weights, usually now it's in the mid to high 140s, and wonder where the weight is coming from. Despite being really cut, he doesn't have that real stocky frame like a Meldrick Taylor or Andre Berto, and he's short. Then you look at his legs.
