No, not necessarily. The GLOVES may have passed the inspection, but not the handwraps. You see, the NSAC only check wether the gloves are ok, if they will endure tru the match and not fall apart. I think so anyway...this plaster is not that easy to see anyhow.Comment

Agreed. I personally find it a bit hard to believe that Margarito didn't use loaded wraps in the biggest fight of his career (against Cotto) when he did use them in a fight everyone thought he would win.
That isn't anyone's fault except team Cotto, unfortunately. There is no way to prove that Marg used illegal wraps against Cotto but it is logical to assume he did.
