fulton wasn't eligible to fight for foster's belt after he missed weight. that means he wouldn't pay their sanctioning fee while foster would. with this interim belt on the line, both foster and fulton will pay sanctioning fees which are much bigger than nunez' and herrera's are. that's the only reason mauricio did this.

if foster wins, wbc will ask him to choose between his full 130 belt or his new interim belt and he will probably choose his 130 belt. then wbc will schedule the same interim belt for nunez - herrera.

if fulton wins, wbc will make shakur their champion in recess, upgrade fulton to full belt and order nunez - herrera for the same interim belt. that's mauricio's modus operandi = s c u m bag.
