Token gesture meant to curry favor. Louis has been dead for decades and he did in fact commit the offenses in question.

Joe should have been forgiven his tax debt given all he did to help the military and how his win over Schmeling was seen as a victory for democracy over fascist Nazi Germany.

It should have been done when he was alive, though. It does little good now.
