This is how the sanctioning bodies can actually do some good, ordering a fight between top fighters who have different promoters and forcing them to negotiate or go to purse bids.

If Arum and Muratalla don’t like the IBF “playing matchmaker” then they can drop the belt and f-ck off.

This should be a good fight. Muratalla is a good test for Cruz . I imagine that Cruz is favored to win but I don't think that it's going to be a walk in the park.
