He literally got caught during the 1st phase where you could possibly get caught. There is ZERO reason to believe he could use loaded wraps without getting caught. Well no, it was illegal. That's not debatable. He was using an illegal amount of saline in an IV that is banned by WADA and not only just an illegal amount, way over the limit.

The fact they gave him an exemption way after the fact doesn't make it legal. That's not how it works.
