He just had two consecutive razor thin title challenges (a draw against Seiya Tsutsumi and a close loss against Yoshiki Takei). He has not fallen off much, he's just fighting excellent competition. In all likelihood Higa is going to stop Vargas. Higa's power and timing are still intact and Vargas has a glass jaw. He's going to have to be perfect for 12 rounds to beat Higa.

That loss to Rosales and subsequent suspension completely derailed him. He looked like another big star coming outta Japan at the time. Personally, he's gonna handle Vargas being that Vargas has never been in with a guy at Higa's level and has looked less than impressive against much lesser competition.
