VADA didn't "accuse" Canelo, he failed two drug tests administered by VADA, under the rules of WADA. VADA and WADA work directly together.

WADA then later changed their rules in regards to Clen use.

All VADA does is administer the drug tests, the tests are undergone in a WADA lab. It's the fighters fault if they fail the test, not VADA.
