Is Mario Barrios better than Paulie Malignaggi was?

I started wondering about this since Paulie keeps saying Barrios sucks.

Malignaggi's best performance was a heroic loss to Cotto, that's generally not a good sign.

Now that I look back, he was really the beginning of the style over substance US fighters boxing has been plagued with since the turn of the century. The guy fought on a Hatton undercard against Ndou to promote their scheduled fight and proceeded to require a haircut mid-fight because his hair extensions were obscuring his vision.

Barrios beat ugas but ugas was coming off a ko loss and hadn't fought in a year and a half. Besides that he has nothing on his resume. Lost to tank although drained, robbery vs akhmedov. Dubious fight vs ramos. Those 2 guys aren't even ring ranked fighters so barrios isn't even top 10 level in reality. Paulie su-cked too of course
