It's a foreseeable hazard of doing business, which is why promoters should learn not to take it too personal. I think Hearn would lose some sleep if Ennis leaves. I think Ennis' success is gradually becoming personal for Hearn.

He doesn't really want to face Shakur, and is probably hoping Zepeda solves the problem. Davis would probably fight Zepeda. Davis will also prioritize Loma (who hasn't retired yet) over Shakur. Also, Davis still has to get past Roach again.

No offers were coming from PBC in Ennis case, so Hearn became the only choice for the father and son team.
