That does not make sense to me why anyone would do that. These accusations of me using any performance enhancing supplements are totally unwarranted and unjustified."

    Ok?

Did he not end up doing drug testing?

If pac fought bums he'd get ko s still, but problem is he fought good fighters
You left out the bit that the kos coming and going were in the same WW weight class, and add to that he didnt have the same finish in the lower weights where he had wars, it all happened around a small window at WW, TC said Peds but the CWs also had a lot to do with it and Toradol which Arum said he was using prior to the ODH fight, KOing drained fighters is easier than KOing non drained fighters, Im sure thing will come out that reveals all in time.

The only thing stopping the fight back then was the randomness of the testing !!!

Yes, he forced Rios to have the very same testing he refused with Mayweather, that's a bit contradictory, don't you think?

"Mayweather first insisted on USADA testing for his fight against Shane Mosley in May 2010, after Pacquiao declined to participate in blood testing, a stance that led to the scrapping of the first attempted negotiation for a Mayweather-Pacquiao fight."

Pac needed to wait May out as long as possible and before the taxman got to him.

"That makes no sense to me ............"

Happens all the time, you need to do two things: research what you take for granted, and have a go at boxing, you would benefit a lot if you did.

According to Lem Satterfield of the Ring, Pacquiao wants random drug testing for his upcoming bout against Brandon Rios—the same random testing he refused when faced with a fight against Mayweather. He quotes Pacquiao’s advisor, Michael Koncz, as saying:
                      "

The fact is that Manny has requested random drug testing for this fight. We still haven't decided which entity we'll use. It's going to be either USADA or [VADA.] It will be one of the two. We still haven't decided. We're still discussing it, but the bottom line is that there will be mandatory drug testing.
