He had a underrated run, he had beaten Jimmy Paul (26-1) and Gert Bo Jacobsen (26-0), paul had run a streak of 4 wins defending his title at lightweight and Jacobsen went to become a welterweight champion.
He also beat Vinny Paz (23-1) in a immediate rematch after a controversial loss and Haugen also upset Hector Camacho (38-0) in a competitive bout where Hector got himself a point deducted.
Ray Mancini was coming off a streak of losses and had retired 3 years before they faced, but Haugen already had achieved pretty well for himself. Doubt it should affect his standing beating multiple champions at their best.
He was exceptional, I mean Haugen was granite & had a ridiculously high ring IQ. What a great fighter. Guys like Greg Haugen don't come along often.
Saying he had a ridiculously high ring IQ is poetic license. He was tough and he was a dog, and he was seasoned. But he was not in possession of a "ridiculously high ring IQ. In his era, that would be the way to describe Pernell Sweet Pea Whitaker, James.Toney, & even Buddy McGirt
Archiemoore1 : No, you couldn't be wronger. He beat Jimmy Paul, who probably had better skills than Greg, by stepping outside then inside. He beat Pazienza on the outside then went toe to toe, he brutalised Camacho first at distance then in close. He had decent, but not exceptional, skills, he utilised those skills using his high IQ. His ring IQ made him exceptional but when he ran into Pernell it wasn't going to be enough.
