At that point they should just switch orders and make Shishkin and Mbilli fight, and the winner of that fight fights Scull IMO. That way the rematch and the mandatory can get all taken care of efficiently.

It makes sense. Shishkin should earn his rematch. He lost a close fight, he wasn't robbed.
