You are correct that he didn't engage with the board for about a year after his failed test. But your problem is you are frozen in time it seems.
Because, in the last year, he has had one hearing with BBBoC/UKAD, in which he won that hearing, then BBBoC/UKAD appealed that loss and had the decision over turned.
He has then, just a matter of weeks ago, had ANOTHER hearing with BBBoC/UKAD, which he won again. UKAD/BBBoC now have 21 days to appeal that loss.
Do you understand these words, or not? If not, how can it be made easier to understand?
