there is only the fighter to blame for the most part, if tank or loma wanted the fights they would happen
I already acknowledged Loma and Arum being the problem why the Stevenson fight never happened. We're here. There's no more Arum to deal with. Shakur is a free agent. What's keeping Tank from making this fight? This is entirely a different case. We can blame Arum and Loma all night, everyday, but what will that do? We're talking about Tank vs Shakur.

like i said i think a few times, the fighter decides who they want to fight, tank doesnt want to fight shakur now is the obvious answer
Let's just see what NSB comes up with about this topic, which is not supposed to be ignored.
Stevenson made his first step by leaving Top Rank hoping for the Tank fight. We should have full continuous story about why this fight is not being made.
Today certain fighters care more about protecting the 0 in the loss column than challenging themselves against the best at their best. Tank will fight a no-hoper once per year as all of the other top talent fight one another or age out. Same formula as Floyd. He wants low risk/high reward fights against faded or upcoming names. He has been trying to drag Inoue up 3 weight classes rather than fight the best at 135. Shakur keeps pricing himself out of fights, which says he's either scared to right him or so delusional he really think's he's worth his asking price.
