Bit of both. Boxing - prize fighting - was already well established in Cuba before the revolution, Cuba, Havana in particular was a kinda resort Island for wealthy Americans (and a kind of de facto colony of the US) and boxing was a popular sport.
However after the revolution in 1959 the Soviets sent one of their best boxing coaches to help both train and organise the logistics for the Cuban amateur program, helping set up the intensive training schools and system of privileges that helped produce some of the greatest ammies of all time. The boxing style was distinct from the Soviet style but the training intensity and regime owed much to the Soviet system

I can't speak for the UK but, from what I understand, the US amateur athletic system is a non-governmental agency as opposed to some countries that have state-run and funded programs. It's not just about the amount of money coming in but the centralized and organized nature of it. It is one of the reasons why Soviet-bloc countries had such strong showings in Olympics. There's a reason why Jalolov continues to fight in the Amateurs while letting his professional career languish. Uzbekistan's government places great emphasis on sport in culture and as a means to show show national pride and accomplishment.
I don't buy this argument because surely their sporting infrastructure and funding pales in comparison to the likes of Britain & America? Instead, I think they're just the latest batch of dominant Eastern European fighters to emerge after Russia, Ukraine, Kazakhstan etc who seem to have that HUNGER that the richer nations are missing.
For the record, I don't disagree with what you said; I think that's the other part of the equation. When you have areas where there are fewer options, sports will be pursued more rigorously as a means out. However, if it was only about the people being hungry for advancement or accomplishment, sports would be dominated by the poorest most desperate counties. They aren't. You need that infrastructure in place as well.Comment
