              I can't speak for the UK but, from what I understand, the US amateur athletic system is a non-governmental agency as opposed to some countries that have state-run and funded programs. It's not just about the amount of money coming in but the centralized and organized nature of it. It is one of the reasons why Soviet-bloc countries had such strong showings in Olympics. There's a reason why Jalolov continues to fight in the Amateurs while letting his professional career languish. Uzbekistan's government places great emphasis on sport in culture and as a means to show show national pride and accomplishment.

              For the record, I don't disagree with what you said; I think that's the other part of the equation. When you have areas where there are fewer options, sports will be pursued more rigorously as a means out. However, if it was only about the people being hungry for advancement or accomplishment, sports would be dominated by the poorest most desperate counties. They aren't. You need that infrastructure in place as well.
