This directive by the WBC is well warranted. Those three judges who awarded Robson Conceicao the decision were wrong. O'Shaquie Foster was done dirty by them. He hands down won that fight. What a robbery?

Actually, one judge got it right. And an immediate rematch is definitely warranted. I'm glad it's happening. It would be better if this didn't happen at all, but this is the best - but not only - action that needs to be taken. The judges also need to have repercussions and there needs to be transparency with what happens to them, though I don't expect either of those actions to be taken.
Why didn't the WBC order the Loma vs Haney rematch or oder Canelo to defend vs mandatory.
While I agree with your sentiments about Canelo hanging onto his WBC title for the past two years without defending it against its mandatory challenger David Benavidez; However, I must strongly disagree with your assessment of the Loma/Haney bout.
While the bout was somewhat controversial to some but yet to most observers. It was still a toss up and a very close fight that could have gone either way.
A close fight is not a robbery. The fans who had Loma winning the fight were not wrong and neither were the fans who had Haney winning the fight wrong.
There was no blowout or domination by either fighter in the Haney/Loma fight. The fight was a virtual stalemate or tie at best as neither fighter gave an inch.
However, in the case of the Robson Conceicao vs O'Shaquie Foster bout. The winner and the wrong man clearly lost the fight but was awarded a gift decision by the judges. Unlike Loma vs Haney; That fight wasn't even remotely close.
That unjust decision should have been reversed by the New Jersey State Athletic Commission.
