Really? Looking at the rankings there's no 1 or 2 in the IBF so by default that makes Lubin the mando to Murtazaliev. It's Lubin's best chance at a belt at 154.

According to Tszyu's promoter, "Lubin has been mandated". How else could Tszyu Vs Lubin go to purse bid?

Murtazaliev wants to fight Tszyu (but not in Australia).
