Bill Zepeda is the WBC mandatory and could have had the Shakur fight, but his promoter wouldn't pick the phone up when Bob called. Mr. Zepeda needs to stop pump-faking.

I rate Shakur high, I think his boxing IQ is off the charts but his temperament is different than Tank's. He's looking to beat you and that's typically by outboxing his opponent. Because of the difference in approach, Zepeda most likely feels like he can try to swarm Shakur whereas he will need to be more wary of the traps that Tank sets.
I don't think Zepeda necessarily has an easier time with one than the other but the approach to victory may be more straightforward (not easier) against Shakur.
