No, it's not about whether Garcia has the money to pay the NYSAC's penalties. Of course, he can pay that slap on the wrist. It's about Haney taking legal action to punish Garcia for damaging him while under the influence of a PED. What Ryan did is a lot more than "something gone wrong".
