If we are talking about skills, I believe he is one of the top 25 HW ever. For greatness, he isn't yet, but after beating AJ and Usyk he will definitely be there

Fury dethroned Klitschko, beat the best American heavyweight and arguably the #1 heavyweight at the time in Wilder. Took down a slew of top contenders in Whyte, Chisora, and Wallin.
Fury has a solid resumé, and passes the eye test in regards to skill and talent.
