    Luis Collazo technically held a major world title.

    Carlos Baldomir beat reigning WBA (Super) Champion Zab Judah but didn't pay the sanctioning fees so the title became vacant. That elevated then-"Regular" champion Collazo to full WBA Champion status. Collazo then immediately lost his newly minted title to Ricky Hatton.

    Also Collazo had some wins over some other legitimate world titlists (Jose Antonio Rivera, Miguel Angel Gonzalez, Victor Ortiz). It was more in his twilight years that he became a gatekeeper, dropping 4 of his next 9 to pretty decent competition after the Ortiz win.
