Pacquiao was from a poor country, hence why they'd never really make great money there, the ticket prices would have to be so low. Pretty much the same reason Canelo has fought once in Mexico in about 14 years. So they have to fight in USA.

Inoue is from a richer country where he can sell 40,000 tickets at the same price as tickets in US, UK etc.. so it makes no financial sense for him to fight elsewhere to less people.
