you could argue the motivations but the ref did not count 2 different knockdowns, that makes a huge difference in the fight outcome. he also did nothing about the excessive holding.

Even on his part, what is he doing? He's still just trying to squeeze money out of sports he abused. This man shouldn't be given a platform, or be allowed near sportspeople or testing bodies frankly.
