I would say a slugger is someone like Arturo Gatti, Matthew Saad Muhammad or Earnie Shavers. They have some skills, after all they are professional boxers, but they ignore defence & concentrate purely on offence. Their view is they can take a guy out before he does it to them. They tend to be very easy prey for counterpunchers. I definitely wouldn't classify George Foreman or Rocky Marciano as sluggers. Foreman had a good jab & Marciano was much slicker, defensively, than he is given credit for. Deontay is probably the closest to a straight-up slugger in modern boxing but he has some, rudimentary, defence.WillieWild114 likes this.

My all time favourite line was during the brief period when Ricky Hatton was trained by Floyd Mayweather snr, Ricky could be considered a slugger.
RH 'I'm going to crowd him, get inside, land my left hook. To get in I'll have to get hit in the head but I don't mind that.'
FM 'you don't wanna let someone just hit you in the head? Thats your brain in there!'

Because he isn't and doesn't do that, he is a patient counter puncher reading patterns, baiting opponents in with feints then he strikes with the accuracy and explosive power he possesses.
Shame he is such a cherrypicker, he passes the eye test but we have to see it against the top fighters at 135 or near it.
