Its essentially a catchweight fight above 140, it was said the belt won't be in line prior to the fight because Garcia didn't make weight. That isn't special treatment but applies for all.

Lopez, Cruz, Matias all beat him at 140. 147 is a step too far with that glass chin.

Don’t think you can say all these guys beat him at 140 given Ryan missed weight. He definitely doesn’t have to go back to 135.

Rematch Ryan at 140 is all he really had so I agree he is kind of in no mans land.
