Because Campbell was set to face Guzman last fall. Pac-D. Diaz was planned in advance by Arum, which is why Diaz fought on the Pac-JMM undercard. The Pac-Diaz fight took place in summer, and Campbell was already committed to the Guzman fight by then. Arum was planning Pac-Valero or Pac-Soto for the fall, but Oscar challenged Pac and those plans were changed. This is all common knowledge mate.
