I think there's a host of potential factors: Main event is happening in a state/venue that's not ideal for the fighters or the promoter, the under-card is lacking, Garcia damaged his reputation with the Davis performance, Garcia's erratic pre-fight behavior is casting doubt that the fight even happens, tickets are too expensive.

I tend to wait until a few days before the fight before I judge the attendance of the fight. Threads like this pop up all of the time. I saw a thread like this before Mayweather vs McGregor, and nobody would call that a failure.
