Why can't promoter Floyd make an offer to Crawford for the Ennis fight?

Bud dithering, so hes losing big names for his resume. I mean Bud couldbe beat Tim Tyszu and people would say Bud was great being able to beat Tim, even though as weve seen of late Tim not that good. But still, if Bud would have beat Tim before anyone that would be evidence of Buds greatness.
