Reading between the lines it’s pretty clear who Hopkins is taking a shot at there.

Hopkins is still a bit of a con artist, because he appeared visibly upset when he was observing Ryan from his seat at the press conference.
In another press conference about a week or so ago, Oscar was visibly upset with Ryan's comment's at that time.
Ryan Garcia is a loose cannon, ready to go off at the most inopportune times, or when least expected/he's a problem child! In other word's he's a fool!
