Not necessarily. If fighters in the sanctioning bodies who have paid fees to them to sanction their fights (especially regional, interim and regular champions) launch legal proceedings against the organization for failure of being granted a title shot and the judge rules in their favour they will get title shot. Case in point being Dillian whyte who was number 1 in the rankings with the wbc for over 1000 days - he took the wbc to court, won his case then got his title shot against Fury.

It is about the money. Haymon and Canelo stand to make more money if he fights Benavidez is September. If Canelo fights Benavidez in May and loses, the 3rd fight with a PBC fighter will be worth much less than if he fights a less risky opponent in May and Benavidez in September. In that case. Haymon's investors and sponsors will be much less keen to invest in the 3rd fight. Haymon is no dummy and neither is Canelo and his advisors. We shall see.
