By taking the fight, Fury was happy to put the undisputed fight at risk (this is the answer to your question of: why shouldn't he have taken it). Your point about giving an "activity edge" would only make sense if fighting an MMA fighter with no professional boxing record is a good way of getting rid of ring rust. I would contend it was more about getting well paid without needing to train properly than about tuning up, as you could see from his physical condition in the fight.
We know Fury has a record of fighting stiffs like Wallin, Schwarz etc etc despite them having high ratings with sanctioning bodies.

He'll fight a stiff just for activity going into a bigger fight this was no different, except the stiff was a bit more nuanced than expected or should I say he couldn't lean on him...

This is true -- but you have to admit the proximity of the Ngannou fight to the purported date for the December fight with Usyk was just asking for trouble.

You will tune in and watch every fight he's in though, guaranteed.

I didn't believe the December or February date either way, so it didn't really register in my mind to be honest.

I wish Fury would just go away and rid the boxing world of his stall tactics and annoying presence. At one time he was entertaining. Now he's just a nuisance who is holding up the heavyweight division. I say good riddance to old rubbish.
People like to say he's this generation's Ali but realistically there is no modern Ali. He was funny, witty and fought all the champs and highest ranked contenders of his era, often multiple times at that. Fury is just obnoxious and belligerent. Ali was creative when he was trash talking his opponents. Fury just recycles the same old insults.

Fury is a great personality and the best heavyweight right now, but no one should be putting any stock in anything he says. He's a habitual liar.

The big story would him actually doing something he said he would do.

That would be great but Fury would never take that chance even though Zhang is old. He would have to get KO'd for Fury to want to fight him at this point. He'd never get over losing to a 40+ boxer.

And Usyk had just fought in August, Fury hadn't fought since Dec of the previous year, you really think Fury is going to give an activity edge to a technical wizard like Usyk in a game of inches, don't forget Fury is in the driving seat...
Fury already planned to fight Ngannou months before the original Skills Challenge Saudi fight he pulled out of so ? That’s why when he tried to sabotage that fight he lost it when Usyk accepted the 70/30 low ball offer to fight in Wembley,he was running out of excuses to get that Ngannou fight made he’s just lucky Usyk decided he had enough and pulled the plug that time but afterwards he know it was a cherry pick gone wrong ( shades of Wilder ) .Lol
