In practical terms it probably doesn't work because people will want refunds if the main event isn't what they paid for.

It looks like even the Saudis weren't prepared to take the hit by hosting Usyk - Hrgovic on February 17th.

Happens all the time in MMA. I think if you have a legit standby guy not a lot of ppl will want a refund.

In this case if Zhang beats Parker as expected & the winner of AJ vs Ngannou would be my top 2 standby opps.

The phrasing here doesn't make it clear if the 10 million is a penalty for the absentee or just "comfort money" that the promoters will provide out of their pocket to the guy that will be there to fight.
Also, having a meaningful backup fight means that either a backup high profile fighter has to go through a full camp and risk that it will be for nothing, or that somebody will be called on short notice, thus making the main fight meaningless.
This announcement has some big words, but so far this whole thing was nothing but words. It would be nice for this fight to actually happen, but I'm still not holding my breath. As I've said before, I'll believe that it's happening when the fight actually starts.
