Yeah, probably a bit of both. Whatever he's taking could be feeding his delusions but regardless, he should keep his head down and build his profile back up beating lower level guys until there's a reasonable demand for him to fight the top guys. Right now he's just making a fool of himself talking about how he's "most wanted".
