Exactly. A lot of it stems from the Floyd era.

Unless the ref was allowing guys to blatantly cheat like Tony Weeks did for Mayweather-Maidana I, they simply weren't good enough.

Now if everyone said Lawrence Cole was a terrible ref. ok then but Bayliss has been one of the better refs of the last 20 years.
