Strong sentiment. I’m sure a lot of those same Japanese would like nothing more than Inoue to avenge their countryman and if possible punish Nery. So, even though they banned him for life from Japan, I’m sure they’d still like for the fight to happen outside of the Red Sun Country .

Why would the Japanese make an exception on Nery simply because Inuoe can win. That can go wrong, on top of going back on their words and intent. No glory, especially at their expense.
