I get what you mean place will be run down within 10 years for sure. It's a nice gesture of him but its not the best thought out plan or area for regeneration.
Those areas are the ones that need the help. And who better to give back than someone who was from there.

I get that and it's admirable of him. I still feel its just polishing a turd in reality even if it maintains a good standard of living the surrounding areas will soon encroach and bring it back down.
Certainly a great gesture and a significantly better usage of fame and money than getting in scandals, but like others said fixing one block isn't going to change anything overall. The issue with these hoods lies more in the overall society/culture of the people which stems more deeply than simply being poor.
I recall a similar situation before...to help the poor regions of Africa struggling to get safe water for their children, the richer nations donated millions of dollars to get good wells built in all those villages so that the people can access safe water. A few years later every well was destroyed due to the local people stealing the metal pieces of the well to sell for cheap cash, and it wasn't just one person doing it. Most people saw the well and decided that a short term free cash for them is worth more than the long term goal of providing their children and the future genaration a life with safe water and better QOL.

I personally think it is worth fighting, and in an ideal world is something the American society as a whole SHOULD fight. The issue is that this will take decades of patient effort and work and way more than even Tank will ever be able to earn.
Instead of fixing just the current housing, create more jobs long term. Maybe fund the public school system to be able to give higher quality education. Clean the neighborhood. Crack down on drug usage and crimes. Make the area safer for kids and the future.
Don't know how or whether it is even realistically doable, unfortunately.
