its not legal at all. its actually rule 2 of the rules

1. To be a fair stand-up boxing match in a twenty-four foot ring or as near that size as practicable.
2. No wrestling or hugging allowed.

every once in a while you will run into a ref that actually enforces the rules but most of the time they pretend like they dont know them to benefit the a-side fighter

Refs in boxing rarely implements the rules, if at all.

Though I saw one the other day. It's a European card and this guy keeps running around the ring without even potshotting, which usually accompanies such style. The other guy who is chasing can't throw any because the opponent is unreachable, so nothing happens in one full minute. Then the ref stops the fight momentarily and tells them to make a fight. It gave me a chuckle because I rarely see it in a boxing match. I see it often in MMA fights.
