Yeah he is in my book. Even if the HoF wasn't so easy to get into I'd probably say he was still.
His resume isn't exactly De La Hoya-esque but it's strong and he's highly talented

You're right, he's beaten better fighters than Oscar (mainly because they were in their prime and proper weight).
Gotta love how Oscar's losing to name fighters is some sort of bonus to his resume.
