Is boxing not very popular in Brazil ? Or was the fight just at a really crazy time ?

The timing was really bad. Here it was just after 3 am when Shakur's fight ended. In terms of popularity, boxing was completely overshadowed by MMA. Boxing has even gained more visibility in the last 3 years, but it is more because of sub celebrities "playing" fighting and because of finished fighters like Anderson Silva and José Aldo speaking about how they are going to shock the boxing world. But while MMA has wide national coverage and is broadcast on open TV, boxing is relegated to little publicized ppv.

if wanna say Robson won close sure,

but Navarrete knocked him down twice, and had him hurt in 2 other rounds (11th and another separate round)

Close fight, I had it even on the rounds but with the 2 drops I had Navarrete winning, I'm ok with the draw though. At times Robson did look better but a lot of his punches hit the shoulders and gloves, the more telling punches were landed by Navarrete the volume and arm punches went with Robson. I still had it 6-6 and Robson I knew had heart after getting dropped by Coria in a fight he should've lost but he fought until the end regardless. Robson also got rocked at nearly the end of every round during the 2nd half of the fight.

Navarrtte can't hang with 135. It's just a step too far. I guess we see a Robson rematch for now. Although Shakur stunk up the room his movement would give navarrtte fits.
