That is a big IF and I think that would be the worst strategy. Usyk was really uncomfortable against Chisora and got hurt against Dubois. Neither is a top-skilled boxer but both are bigger than Usyk and can punch hard. Usyk stepping inside and staying within range also has consequences associated with it. Firstly, Fury feints punches quite well so it will keep Usyk guessing. Secondly, even if Usyk does not want to, Fury can initiate the clinches and weigh him down or push him around to off-balance him. It is not easy for Usyk to stay in range and not be punished for it.
His best bet would be to stay just out of range and be quick on his feet so he can close the gap, score a few points, and get out of range very quickly. Easier said than done and that too against a skilled boxer. He created most of his angles against AJ because he is Southpaw but Fury can switch stances too and negate those angles. Definitely, his hardest challenge to date.
