My guess is Rolly is being protected because as bad of a boxer as he is, he's a draw because of his antics outside the ring and his man-child personality. Most governing bodies are not concerned with integrity or making their title holders adhere to their flimsy mandatory challenger rules and policies unless the fighter in question isn't popular and thus isn't bringing them a boat load of money from their defences.
Another very possible factor is Rolly is scared to death to fight anyone who is under 40 now that he has his dubious title and should've lost to Barroso when he "won" the title.

Rolly requested a medical exception like 3 months ago, Davies-Barroso was ordered a month or so ago, and rolly has to fight winner by May

If Barroso has anything left in the tank at his advanced age , I would not be surprised if he stops Ohara. Rolly is being protected so he can $ecure a big payday against a Ryan Garcia. Him and Ohara would have been a 50/50 fight.
