Loma is in Adrien Broner-lite mode. He has to carefully select his opponents these days, to keep his career going. Another loss at the top will turn Loma into a stepping stone opponent, going forward. Stevenson is too risky of an opponent, and most likely a sure loss for Loma.
Loma is not ready to commit career suicide just yet.

Also, it isn't surprising that the smaller/aging fighter is being very careful with his next move, because it may be his last. Loma was competitive against two young guns in Ortiz/Haney, but he's gonna slip eventually. I think Shakur just needs to stay active, kicking ass and cleaning LW up. In the event that he doesn't get Loma, there's still Kambosos/Muratalla/Martin/Zepeda. It would also be a good look for Shakur if he can face Giovanni Cabrera, who arguably beat Isaac Cruz.

Sometimes the $$$ is too good to pass up. I don't think everyone is gunning for Loma, only Stevenson. I think most are gunning for Davis because he's perceived as the cash-cow. If Loma indeed returns, it'll be because he's still motivated, with the $$$ being a bonus. Loma isn't come in half-stepping against Shakur because he'll get embarrassed.
